    The Committee on Finance moved to amend the resolution by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. Senate Joint Resolution No. 14--Proposing an amendment to the Constitution of the State of West Virginia, amending article X thereof, by adding thereto a new section, designated section 12, relating to the West Virginia Future Fund; prohibiting spending of principal, permitting spending of investment income in certain instances from the West Virginia Future Fund and defining investment income; numbering and designating such proposed amendment; and providing a summarized statement of the purpose of such proposed amendment.
